Custodial Death; Rs 2 lakh for youth of 23 in Punjab

CHANDIGARH: Authorities at maximum security jail, Nabha in Patiala were held guilty for the custodial death of a 23-year-old jail inmate Mandeep Singh. For the same, Punjab government was slapped a fine of Rs 2 lakh by Punjab State Human Right Commission (PSHRC). A copy of the order was sent to DGP (jails) and the government on Friday.
The inmate had died under mysterious circumstance on October 5, 2010 and the matter was taken up by PSHRC, headed by Justice Jagdish Bhalla. Though jail officials had ruled out any foul play and claimed Singh died after consuming chloro compound, PSHRC held the jail authorities guilty, and questioned how the poisoning substance entered jail premises.
Singh had been found guilty in a murder case in November 2006 and was serving life term. As per jail records, Singh was sent to Rajindra Hospital, Patiala after being treated at the jail, but Civil Hospital Nabha and doctors at Rajindra Hospital declared him brought dead.
An internal probe was conducted by the then DIG (jail) S K Singh, but nobody was found guilty. The jail superintendent and other officials had filed four replies before the commission and in each the jail officials tried to establish that Singh's death was not due to the negligence of officials.
In its detailed orders, commission announced, "Whether it is a case of suicide or homicide, in both eventualities jail authorities are responsible for his death. Jail authorities could be squarely blamed for the negligence." (TNN)
