Sexual harassment: Delhi CM wants campaign

NEW DELHI: The Delhi Commission for Women has its work cut out. Get men to be more sensitive, reach out to the private sector and organize a wide-reaching campaign against sexual harassment at the workplace - these are some goals set by chief minister Sheila Dikshit, who inaugurated the two-day training workshop on prevention of sexual harassment at work on Thursday. The workshop is for members of 70 complaints committees of Delhi government departments. "The DCW has been chasing the departments over the past five-six years to constitute the committees," said PM Singh, member secretary, DCW.
Most of the committees have been constituted in the last few years and there has been no training programme or induction. "This is the first one," says Shashi Thapa of the Directorate of ISM and Homeopathy. "Till now, there have been no complaints," she adds. The committees were formed and remained largely inactive.
"The workshop will be useful. We'll know how to deal with complaints, evidence and what the attitude to a complainant should be," says Suman Sharma, representing the labour department. Women outnumbered men by a very large margin at the workshop. HC Birua, part of the committee of Attarsen Jain Eye Hospital and one of the very few men at the training, felt that while women victims would be more comfortable talking to women member of the committees, men could work toward changing attitudes.
The inauguration also included the release of a handbook on the prevention of sexual harassment at the workplace that covers the definition of sexual harassment, its types and how to deal with it. The CM wanted it distributed outside government departments as well, requesting DCW to approach the chambers of commerce.
"There has to be a cultural change. Our brothers must be sensitive to women," the CM said. The number of cases being reported has increased. Women are becoming more confident about speaking up and there are also more of them at work. But as Martha Farrel of PRIA, the organization that's holding the workshop, pointed out, "Women are still a minority in the workplace and men hold higher positions. Sexual harassment is an issue of power." Dikshit said, "The work environment should be such that it gives our women workers protection and also keeps the dignity of women in mind." (TNN)
